At the inception of the Internet at Stanford Research Institute (SRI) in the mid-1960, commercial activity in the domain space was initially discouraged, even prohibited. Eventually the U.S. Department of Commerce and SRI, in cooperation with other research and educational institutions, agreed to simply assign responsibility for administering key names to SRI itself.
Using a novel, decentralized structure with autonomous regional nodes, SRI (by default) was created the first commercial Registry service. This type of agreement became known as the “Federally Defined Domain Name System.” SRI had been assigned not only responsibility for many common names, but also the responsibility for the entire .com space (originally “EDU”, later “COM” for “commercial”).
Over the next thirty years, the National Science Foundation (NSF), a federal governmental agency, assumed management of SRI, began deploying a new infrastructure of computer networking, and made a surprising discovery. NSF discovered that “private” local .com Registries failed to allocate the majority of .com names to small businesses and citizens seeking to register commercial sites. Moreover, .com Registries themselves were expending a great deal of effort to protect their monopoly. In 1994, with NSF’s support, SRI created the first private, “generic”, top-level domains, and for the first time opened the Domain Name System to commercial business.
